How is defence equipment type testing organised through accredited laboratories?
Defence equipment type testing in India runs through two kinds of laboratory: DGQA's own facilities, such as CQAE (WE) in Bangalore, and privately owned, NABL-accredited laboratories. Which one is acceptable for a given item is decided by the equipment's own specification and by the authority inspecting it, not by the supplier's preference.

The Directorate General of Quality Assurance operates laboratories as part of its inspection and testing role, including CQAE (WE) in Bangalore, which conducts environmental and shock tests to JSS 55555 and other defence specifications during type testing. These laboratories also accept work from private industry on payment when they have spare capacity, alongside their government testing load.

NABL accreditation, and what it actually confirms
NABL, the National Accreditation Board for Testing and Calibration Laboratories, is a constituent board of the Quality Council of India. It accredits testing laboratories against the international standard ISO/IEC 17025, which covers a laboratory's technical competence and the reliability of the results it produces, rather than approving any particular product the laboratory tests.
NABL accreditation is scoped: it lists the specific tests and standards a laboratory is accredited to perform, not a blanket approval to test anything. A buyer or inspecting authority checking a private laboratory's credentials should confirm the specific test, such as JSS 55555 vibration or salt fog, falls inside that laboratory's accredited scope, rather than accepting NABL accreditation in general terms.

Private laboratories doing this work
DSRI Labs Private Limited is one such laboratory: a privately owned testing and engineering company based at IDA Mallapur, Nacharam, Hyderabad, stating NABL accreditation. It is a private company, not a government body, and it offers dynamic tests such as shock, vibration, bump and tilt or inclination, and climatic tests such as humidity, thermal shock, salt spray, mould growth and damp heat.
Other NABL-accredited private laboratories test to JSS 55555 and related specifications in the same way. What decides whether a given laboratory's report will be accepted for a specific order is the equipment's own specification and the inspecting authority named in the purchase order or quality assurance plan.

The choice of laboratory is not open ended. The equipment's own test specification and the inspecting authority, such as DQA(N) for naval stores, decide which laboratory's report will be accepted for a given item, and that decision is usually recorded in the quality assurance plan before testing starts.
