Vendor registration with defence shipyards and DPSUs
India's defence shipyards and public sector undertakings each run their own vendor registration, not a shared one. Mazagon Dock, Garden Reach, Cochin Shipyard, Bharat Electronics, Hindustan Aeronautics, Bharat Dynamics and MIDHANI each publish an online portal, and most also run vendor development programmes for MSMEs, SC/ST and women-owned firms.

The four defence shipbuilding DPSUs
Four shipyards build warships as defence public sector undertakings under the Ministry of Defence: Mazagon Dock Shipbuilders in Mumbai, Garden Reach Shipbuilders and Engineers in Kolkata, Goa Shipyard, and Hindustan Shipyard in Visakhapatnam. Each runs its own vendor registration for equipment, materials and services, separate from any registration a naval dockyard runs for the same company.
Mazagon Dock's online vendor registration portal covers new vendors, and the company runs regular vendor development programmes and awareness sessions aimed at MSMEs, SC/ST entrepreneurs and women-owned enterprises, alongside guidance on onboarding to the TReDS invoice discounting system. Garden Reach publishes its own online vendor registration route, a Notice for Vendor Registration, and a Policy on Vendor Development that governs how it works with suppliers.

Cochin Shipyard's Supplier Management System
Cochin Shipyard registers suppliers through an online Supplier Management System, described as a single window for supplier activities and profile management. New suppliers register through the portal after reading the published instructions; existing suppliers already on the system are asked to keep their details current and select the item category they currently supply.
Goa Shipyard and Hindustan Shipyard, both defence shipbuilding DPSUs, did not have a vendor registration procedure this review could confirm from their own websites. Check the vendor or supplier section of goashipyard.in and hslvizag.in directly, and watch the SRIJAN portal for items either yard lists for indigenisation.

BEL, HAL, BDL and MIDHANI
Bharat Electronics registers new vendors online through its SRM portal, using the GST number as the unique identifier and asking for scanned PAN, GST certificate, company registration documents and an MSME or non-MSME declaration on letterhead. HAL runs vendor registration and e-procurement through its own portal, and its published FAQ makes a Class III digital signature certificate compulsory for online tenders and for e-registration through empanelment on limited tenders.
Bharat Dynamics Limited, headquartered in Hyderabad, offers online new vendor registration and online renewal, with a separate route for civil, electrical and horticulture development contractors, and has run special registration drives for MSME SC/ST entrepreneurs; it also publishes a revised registration format for bidders from countries sharing a land border with India. MIDHANI, at Kanchanbagh, Hyderabad, asks applicants for statutory registration certificates, the latest three years' financial statements, purchase orders executed with major PSUs and any performance certificates, and states plainly that incomplete applications are not considered and its registration decision is final.

What most of these registrations have in common
None of the pages reviewed publish a fixed processing time, so plan for weeks rather than days and ask the specific shipyard or DPSU for its current workload. GeM registration is also expected by some buyers: central government procuring entities, defence PSUs included, must buy through GeM where an item is available there, under Rule 149 of the General Financial Rules.

Which companies count as defence PSUs in India?
